Plants and its components are designed in a way that lay people can be trained to operate them cost efficiently. Equipment is only delivered if not locally available. Furthermore local companies are involved in construction work, manufacturing and installation of equipment respectively assembling of components. We also train them in engineering in order to understand the running of such plants and to operate them locally and independently.
This leads to:
